Dans le cadre de leur r\u00f4le de mod\u00e8le au sens de l'art. 10, al. 1 LCl, la marge de man\u0153uvre existante doit \u00eatre utilis\u00e9e \u00e9galement en ce qui concerne le r\u00f4le de partenaire des entreprises ou \u00e9tablissements autonomes de droit public avec participation cantonale et des organismes prestataires.
